Already, Gov. Mike DeWine has asked a state advisory panel for new guidelines governing how police agencies cover large crowds that become violent.
The legislative proposal on police reform and DeWine’s request represent demands for change after the death of George Floyd, who was killed Memorial Day while in police custody in Minneapolis.
DeWine has asked the Ohio Collaborative Community-Advisory Board to establish rules for how police should handle unruly crowds in the future.
“At what point in a protest do things like tear gas, pepper spray, non-lethal projectiles become necessary?” he asked. “What tactics and techniques are in fact best practices for dealing with a crowd that is failing to disperse?”
