Dayton doctor sentenced to prison after downtown office, pharmacy raided by feds

DAYTON — A Dayton doctor who had his downtown Dayton offices and pharmacy raided back in 2017 will spend the next two years in prison for illegally distributing opioids, the FBI announced.

Dr. Morris Brown, 73, of Dayton, pleaded guilty to one count of unlawful distribution of controlled substances.

News Center 7 was at Brown’s West First Street practice in November 2017, when agents said they were raiding his offices as part of an opiate task force investigation.

He was charged by indictment in April 2019 along with four other co-defendants, including Mahmoud Elmiari, 44, of Bellbrook; Yohannes Tinsae, 48, of Beavercreek; and Ismail Abuhanieh, 50, of Phoenix, who previously pleaded guilty and were sentenced. Another defendant, Mamoud Rifai, 50, of Detroit, has a warrant out for his arrest.

“All four of Brown’s co-defendants were charged for their roles in agreeing to obtain controlled substances by fraud or misrepresentation for Dayton Pharmacy, which leased space in a building owned by Brown,” the FBI said in a statement.

Brown previously has declined to speak with WHIO.

Brown in May 2017 was warned of possible discipline by the State of Ohio Medical Board.

A letter sent to him stated the board had prescription concerns involving 16 patients, that he may have “failed to employ acceptable scientific methods in the selection of drugs.”

There was no indication the medical board’s letter was tied to the federal investigation at the time.
