Deadly Riverside cruiser crash: Gov. DeWine orders review of parole actions

Ohio Gov. Mike DeWine has ordered a state agency to review what agencies knew about Raymond Walters, who was paroled this month and now accused of stabbing his father, stealing a police cruiser and killing two children in a crash in downtown Dayton.

DeWine ordered the Ohio Department of Rehabilitation and Corrections Inspector’s Office, similar to an internal affairs unit, to thoroughly review state agency contacts with Walters, according to the governor’s office.

Specifically, the review is to determine what the ORDC and the Adult Parole Authority knew about potential problems regarding Walters and what actions they took.

Walters was released from prison this month.

Neighbors said Walters had acted erratically, appeared to be under the influence of drugs and had threatened violence since his release. They said they had reported that to the Adult Parole Authority.

In a 15-minute span Monday evening, Walters is suspected of stabbing his father in the head and body, crashing a truck, then stealing a Riverside police cruiser. He drove that cruiser into Dayton, where he hit two vehicles while traveling at 97 mph.

Two 6-year-olds were killed and 10 other people were injured in the collision.

Walters was moved from a hospital to the Montgomery County Jail on Wednesday afternoon.

The governor’s office said DeWine has asked for this review to be done as fast as humanly possible “because everyone wants answers to the horrible tragedy that happened.”
