Carper was also one of the finalists for the permanent chief.
Dayton City Manager Shelley Dickstein announced Afzal had been selected as the new police chief in late October. Afzal assumes the role with nearly 30 years in law enforcement including most recently serving as police chief in Hopewell, Virginia.
In an interview with News Center 7 earlier this month, Afzal said he was prepared to lead the department through its latest period of change including community recommendations for police reforms.
