License suspended at Troy daycare after worker accused of sex crime

TROY — A Troy childcare facility’s license has been suspended after a worker was accused of inappropriately touching a child at JJJ Childcare.

“We have suspended the license of this childcare facility and are pursuing revoking its license,” an Ohio Department of Jobs and Family Services spokesperson told News Center 7 Thursday.

Andrew T. Cain, 35, was arrested earlier this week and is facing one count of gross sexual imposition, a felony.

Cain was released from the Miami County Jail after posting a $25,000 bond. He was ordered to not have unsupervised contact with children, according to court records.

Troy police say they’ve identified at least three other possible victims.

Court documents show a 10-year-old girl told police that Cain “touched me in my privates” while she was sitting on his lap during free play at the childcare facility.

The incident was reported on July 19 and reportedly happened on July 10.

Troy police also noted in court records that they found more allegations of inappropriate touching and that it appeared the facility “was not reporting the accusations as required by state law.”

An ODJFS spokesperson said on Tuesday that JJJ Childcare did not report the police investigation involving Cain.

Cain worked at the facility as a bus driver, maintenance person and an assistant.

Troy police records show that officers have responded to the daycare six times for child abuse complaints since 2013. It was not clear if any of the complaints were substantiated.

ODFJS inspection records included multiple concerns, including an inspection that showed children were “exposed to inappropriate language; conversation; behavior; by a staff member.”

Jack Cain, owner of JJJ Childcare and Andrew Cain’s father, said that Andrew Cain has worked for the daycare since it opened 10 years ago. He added that the allegations were not true.
