Horton attempted to deter the cruisers following him by throwing tools, like hammers, out of the window, deputies say.
Responding authorities used stop sticks to end the pursuit, which caused the semi to run off the road near Black Street in Hamilton, deputies say.
Horton is charged with failure to comply and receiving stolen property with more charges pending.
