Scam call leads to shooting death of Uber driver in Clark Co.; 81-year-old man charged with murder

CLARK COUNTY — An 81-year-old man is facing a murder charge after he allegedly shot an Uber driver three times, killing her.

William Brock was charged with one count of murder in Clark County Municipal Court earlier this week. The charge was in connection to the shooting death of Loletha Hall, 61.

On Friday, investigators with the Clark County Sheriff’s Office released new information on why Brock was charged for the shooting that happened on South Charleston-Clifton Road last month.

As News Center 7 previously reported, Brock called 911 and reported that he had shot someone on his property who was attempting to rob him. When they got to the scene, first responders found Hall on the ground with multiple gunshot wounds and Brock with an injury to his head and ear.

An initial investigation showed that Brock had been the victim of a scam call regarding an incarcerated relative. The caller threatened Brock and demanded money, the sheriff’s office reported.

An investigation showed that Hall, an Uber driver, also received communications from the same person calling Brock or an accomplice through the Uber App. They asked her to pick up a package for delivery from Brock’s home.

As we reported on News Center 7 at 5:00, investigators said Hall was unfamiliar with the circumstances of what had happened to Brock, arrived at his home, and made contact with him.

“Hall, suffering from medical conditions and unarmed, made no threats or assaults toward Mr. Brock, and made no demands, other than to ask about the package she was sent to retrieve through the Uber App,” the sheriff’s office said.

When she contacted him, Brock pulled out a gun and held her at gunpoint, “making demands for identities” of the people he spoke to on the phone.

Newly released video showed the altercation between Hall and Brock.

“Stop, stop or I’ll call 911!” Hall yells at Brock.

Brock also took Hall’s cell phone and wouldn’t let her leave.

“Give me that phone,” Brock can be heard saying in dash camera video pulled from Hall’s car.

When she tried to get in her car to leave, Hall was shot by Brock, and Brock was injured in a subsequent scuffle at the car door. He would go on to allegedly shoot Hall two more times.

It wasn’t until after he allegedly shot Hall three times that Brock called 911.

“Due to there being no active threat presented by Ms. Hall at any time during the encounter, and Mr. Brock’s failure to contact authorities for assistance while brandishing a firearm, during which he fired at and struck Ms. Hall multiple times, he was arrested and charged with Murder,” a spokesperson for the sheriff’s office said in a release.

Additional charges against Brock are pending.

A spokesperson for Uber released a statement on the shooting.

“There is no other way to describe this incident than a horrific tragedy. Our hearts continue to be with Loletha’s loved ones as they grieve her sudden loss. We have been in contact with law enforcement and remain committed to supporting their investigation,” the spokesperson said.

The spokesperson continued to say that they have been in contact with Hall’s family and the account that ordered the Uber trip has been banned.

The Clark County Sheriff’s Office is still investigating the original scam call that was made to Brock and the package delivery order made through the Uber App.
