Trooper involved in deadly shooting after high-speed pursuit identified

TROTWOOD — Investigators have identified the state trooper who shot and killed a man when a high-speed pursuit ended in Trotwood early Monday morning.

Trooper Jason L. Whitner, 27, a two-year veteran of Ohio State Highway Patrol, was identified as the trooper who shot and killed Joseph Bernhard-William Kiser, 21 of Granville, OSHP Lt. Robert Sellers said in an emailed statement.

Whitner has been assigned to the Xenia Post since becoming a state trooper in 2017, Sellers said.

Previously, investigators said Whitner would be placed on administrative leave while the shooting was investigated.

The incident started as a high-speed pursuit on U.S. 35 near I-675 around 1:15 a.m. Monday.

After a nine-minute pursuit across Dayton, where speeds reached over 100 mph, the car stopped in the middle of the road near U.S. 49 and Olive Road.

According to Sellers, Kiser got out of the car holding a .357 revolver and began walking toward Whitner.

Whitner went behind his cruiser for cover, grabbed a rifle, and fired three shots after Kiser pointed the gun at him, Sellers previously said.
Kiser was hit three times, and despite life-saving measures applied on the scene, he died at the scene, investigators previously said.

Whitner and other officers that responded were not injured.

The incident remains under investigation and the case will be sent to prosecutors for review, Whitner said.
