One person was rescued by a bystander who was paddle boarding, Wiley said.

The other person has not been found yet, but he has been identified as a male.

He told Robertson that he is confident they will find the man under a nearby bridge where the water begins to shallow.

A different fire chief on scene said the victim is wearing blue shorts and no shirt.

A man who witnessed the incident called 911 after he jumped in the water to search for the male.

“He’s been under for at least a minute already,” the caller said frantically after explaining the situation.

The caller continued and said at least three people were out in the water searching.

While speaking to a 911 dispatcher, he said, “You guys better hurry up, I don’t want to find this kid dead.”

He searched across the river while speaking to the dispatcher and waiting for crews to arrive.

Additionally, the Ohio Department of Natural Resources arrived on scene to help assist, according to scanner traffic.
